This report assesses the subject site for the potential for environmental impact due to on-site hazardous material/waste use, storage, and disposal from past and present practices, as well as potential off-site sources. The assessment will focus on toxic and hazardous materials and wastes as defined by the U.S. EPA in the Code of Federal Regulations (CFR), Part 40, Section 261 and 302.4, and the California Code of Regulations (CCR), Title 22. The format of the Phase I is patterned after guidelines and protocols developed by the Federal Home Loan Bank Board System and the Federal National Mortgage Association pertaining to "land owner" provisions under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the Superfund Amendments Reauthorization Act of 1986 (SARA).
